Kenny Cushing is our Chief Executive Officer and Vice-Chairman of the Board of Directors. Kenny has over 27 years of diverse business leadership, management consulting, and military experience across the private sector, Department of Defense, Intelligence Community, and Federal Civilian Agencies.
Prior to joining NetCentrics, Kenny served as the Senior Vice President of Defense at Avantus Federal, leading their largest division. He has held multiple senior executive roles to include Chief Marketing Officer and Head of New Cyber Products for General Dynamics Mission Systems; led two start-ups at The Odin Group and Pivvit; served as the CTO of the Mission Operations Directorate at the National Reconnaissance Office; and, as a management consultant and Engagement Manager at McKinsey & Company.
Kenny is a Colonel in the U.S. Air Force (Reserves) and in this role he is the senior DoD official at the Cybersecurity and Infrastructure Security Agency (CISA) at the Department of Homeland Security.
Kenny is a graduate of the United States Air Force Academy. He holds advanced degrees from American Military University and The George Washington University and completed Harvard Kennedy School’s Executive Program for Cybersecurity and McKinsey & Company’s MBA program in connection with Harvard Business School.
Kenny is an elected member of the Board of Directors of the National Defense Industrial Association (NDIA) and is a member of Business Executives for National Security (BENS). He is married to his best friend, Chelsea, and has three sons, Logan, Adrien, and Dorian.
Mike Zembrzuski is a growth and bottom-line focused and executive in the federal, defense and Intelligence Community contracting sectors who was directly responsible for the establishment of three successive intelligence, cyber and defense solutions business lines that grew from $4M to $350M in annual revenue while producing significant double-digit profit.
He is an expert business and corporate developer with close customer relationships across the Intelligence Community and DoD that translate directly to top and bottom-line growth. Mr. Zembrzuski has over 34 years of military and private sector experience. His private sector experience includes serving as Chief Growth Officer of Advanced Concepts and Technologies International, Executive Vice President and Business Group Manager of CACI’s Intelligence Business Group, Executive Vice President and Equity Partner in Six3 Systems, and Executive Vice President of Business Development at Harding Security Associates. He achieved unparalleled success in all aspects of performance and growth as well as completing two successful company sales and numerous acquisitions during his tenure with these organizations.
He also brings two decades of military experience, subject matter expertise and close relationships across the Federal, Intelligence, DoD and Law Enforcement communities. He is a retired senior Military Intelligence Officer and Foreign Area Officer (FAO) with experience serving and working with cabinet-level leadership, the Joint Chiefs of Staff, service and combatant command intelligence chiefs, US Intelligence Community senior leadership, allies, and state and local law enforcement. He is a combat veteran of both Afghanistan and Iraq along with significant homeland and overseas security experience working with the DoD, FBI, Secret Service, DHS, DoS Bureau of Diplomatic Security and other US government agencies.
Mike holds a Bachelor of Arts in Political Science and History with honors from Trinity University in San Antonio, Texas. He is a graduate of numerous military educations programs to include (as a U.S. Army FAO) both the Italian War and Joint Services Colleges. He is proficient in Italian, French and Spanish as well as enjoying flying as a hobby.
Rhonda Casper is an accomplished and visionary Chief Human Resources Officer (CHRO) with a proven history of driving organizational success through strategic human capital management. With over fifteen years of experience in leading HR functions for global companies in the GovCon space, Rhonda is highly regarded for her expertise in aligning people strategies with business objectives to create a high-performing and engaged workforce.
As a strategic partner to the executive team, Rhonda has successfully led organizational transformations, identifying, and addressing critical HR challenges, and implementing change management strategies to improve efficiency, processes, effectiveness, and adaptability to align with NetCentrics’ mission, vision, and long-term growth strategy. Rhonda has a proven ability to navigate complex business environments and build strong relationships with stakeholders at all levels, fostering collaboration and driving positive business outcomes.
Rhonda holds a Bachelor of Science in Human Studies from Southeast Missouri State University and continuously stays abreast of industry trends and best practices through professional organizations and network participation. Rhonda serves on the Board of Directors for Special Olympics of Maryland.

Teena Lavu is our Senior Vice President of Delivery. Teena has nearly 25 years of experience delivering distinctly superior customer service in government contracting. Teena has been recognized for her proven successes executing strategy, program growth, and people and operations management. She has won multiple awards for her excellence in delivery which led to tripling the growth of her portfolio.
Teena is a University of Maryland graduate, certified scrum master (CSM) and project management professional (PMP). She is also a board member of the Next Step Foundation, supplying free education and training to children without such access. Teena is dedicated to her community, academia and cultivating the future leaders of our world.
John Dillon develops and executes business plans in support of the company’s goals within the intelligence community and cyber domains. John is responsible for developing, building, and sustaining business teams and strategic partnerships and growing business. He is a retired US Army Military Intelligence Officer, with several assignments supporting US Special Operations Forces, he is a former Military Intelligence Brigade Commander, and served on the Army Staff. He holds a Masters’ degree from Trident University, a Bachelors’ degree from Radford University, and is a graduate of the US Army War College (Senior Service College Fellow at the Central Intelligence Agency). John is an active member of the regional business community, holding memberships in several professional organizations including the Global Special Operations Foundation (GSF), National Defense Industrial Association (NDIA), and the Armed Forces Communications and Electronics Association (AFCEA).
Jason Salley is a senior executive with more than 20 years of experience leading organizational transformation, strategic planning, and process improvement in organizations supporting the Intelligence Community (IC), Armed Services, Department of Defense, NASA, NOAA, and various federal agencies among others. He serves as Vice President of Proposal Development, leading NetCentrics’ largest, mission-critical opportunities.
He has led large cross functional teams supporting critical infrastructure, cybersecurity, radio, and space communications, C4ISR, satellite and missile technology, radar and ground station support, information technology, cloud computing, and SOC/SOCaaS programs among others. He brings significant business development expertise from across industry, including Advanced Concepts and Technologies International (ACT I), CACI, and General Dynamics Mission Systems (GDMS). Mr. Salley is APMP-Foundation certified proposal professional. He holds a master’s degree from the George Washington University and a Top Secret security clearance.
