Jessica Kozlowski

Prior to joining NetCentrics, Jessica held the position of Director, Human Resources, Talent Acquisition/Retention & Compliance with Axle Informatics, LLC. She was hired to fulfill a newly awarded NIH Contract worth $3.6B – Scientific, Operations, & Administrative Resources (“S.O.A. R. Contract”).
While at Axle, she overhauled, streamlined and automated processes, procedures, documentation and employee facing artifacts to prepare Axle for their ISO-9001 recertification (Onboarding, Offboarding, Transfers, Terminations, FMLA, EEO).
She then jumped into BIG DATA PROJECT…. pretty rad! She implemented ADP Payroll & HRB platform, that supported 5 Entities and provided “incubator support” for growing Child Entities. As she was getting warmed up, Axle welcomed 120 employees on September 13, 2021 (increased Axle headcount by 1/3). You guess correctly, new hire enrollment followed by Annual Open Enrollment (30 days later). She led an HR Team of 8, Talent Acquisition Team of 15 (including two Managers) and a MS Dynamics Automation & Data Team of 2.
Prior to joining Axle, Jessica held the position of Director, Human Resources & Talent Acquisition for CEXEC, Inc. a management consulting firm based in Reston, Virginia. At CEXEC, Jessica was responsible for all aspects of Human Resources, compliance & talent acquisition. She was instrumental in source selection and implementation of bleeding edge human resources, recruiting technology and tools. She leveraged a more agile and streamlined internal process allowing the team to focus on growth strategy and talent by creating internal efficiencies through modernization. CEXEC was able to execute against a $217M contract in support of the company’s Aerospace & Defense customers.
Jessica spent the last year preparing for success by documenting all human resources and recruiting systems for ISO-9001 recertification. She bring 16+ years progressive experience in benefits plan design, administration, contribution modeling and implementation of benefits portals as well as benefits broker and carrier negotiations. Previous career highlights include HR Management roles with LS Technologies whereby she was expected to execute against a $800M contract supporting the Federal Aviation Administration.
While at LS Technologies, Jessica recalibrated the human resources and recruiting teams to optimize performance and customer deliverables. Additional roles in the commercial space include employment with Datablink (purchased by WatchGuard Technologies) and CYREN, Inc. both are global security software and solutions firms.
In addition to all human resources, mobility and compliance matters, Jessica was single-handedly responsible for sourcing domestic and internationally. She has a keen understanding for diversity, inclusion and belonging as well as a passion for working in multicultural and dynamic ecosystems. Jessica holds a Bachelor’s Degree in Constitutional Law & Political Philosophy (Pre-Law) with a Cognate in Operatic Studies from Michigan State University, located in East Lansing, MI.
Jessica and her husband live with their four children in Ashburn, VA. When not at work Jessica enjoys camping, hiking, fishing and spending time with Rocket and Bella, her two wonderful yet mischievous bernedoodle puppies.
